It is vital for Innovation Norway to ensure fair treatment of all applicants and to avoid misallocation or misuse of funds. In order to deal with situations of suspect financial irregularities, fraud or corruption, Innovation Norway opens a provisional alerting service. The service is for the present not yet made anonymous.
Until a more comprehensive alerting service is established, with more instruction on the procedure and findings to report, applicants and others who have reason to suspect irregularities, fraud or corruption in the Norwegian Cooperation Programmes with Romania and Bulgaria, may address their findings to tore.lasse.by@innovationnorway.no. The message should contain a description of the censurable situation.
Applicant's Guide, article 8.3, gives the main principle of corruption prevention in norwaygrants, http://norwaygrants.asap-asp.com/upload/Dokumenter/Applicants%20guide%20v3%20060208%20ren.pdf
Norwaygrants Standard Terms & Conditions treats the question of suspension of disbursements and other actions related to awareness of irregularities, fraud or corruption, http://norwaygrants.asap-asp.com/upload/Standard_terms_and_conditions_final.pdf

The Norwegian Ministry of Foreign Affairs has also introduced a warning service. At present this service is available in Norwegian only. http://www.regjeringen.no/en/dep/ud/selected-topics/civil--rights/Antikorrupsjon/varslingstjenesten.html?id=495009
