PURPOSE OF INVITATION TO TENDER: purchase of design and printing services for the production of a wall calendar 2012 aimed at promoting the EEA Grants and Norway Grants programmes in Romania

BACKGROUND INFORMATION:
As part of the European Economic Area (EEA) enlargement agreement of 2007, Romania signed up to a Memorandum of Understanding laying down the rules for the operation of two financial mechanisms financed primarily by Norway but also by Iceland and Liechtenstein.
The Programmes consisted of EUR 98.5 million worth of taxpayers' money being made available as grants for economic and social development projects in Romania covering priority sectors such as: environment, energy efficiency, sustainable production, health, human resources, cultural heritage.
As many as 69 main projects were financed, together with more than one hundred smaller scale NGO projects, most of which yielded practical results with immediate impact upon the lives of ordinary citizens. Sample results included health centres, factories, schools, renovated museums.

It is a duty to taxpayers and a task on the part of fund managers to inform about and promote the relevant results. The services being purchased via this call for tender are meant to serve that purpose.
WHAT IS REQUESTED:
LOT 1: design services – up to 5 alternative calendar design concepts per participating entity. The only constraint with respect to design is that it will have to make use of pre-selected photos as per the sample attached and allow space for some limited promotional/project-related text on each and every calendar page. There are no other design constraints related to shape, size, colour, layout etc, with participants being encouraged to use their creativity to full potential. The participating entities will send a short description of who they are, a link where their portfolio can be visualized and up to 5 alternative concepts (sample page/pages) together with a short explanation as to the thinking behind the design, an indication of the time needed for full execution and tax-free price quotations (one quotation per each alternative) – all in one document (zip archive preferable) by return of e-mail no later than 30 September 2011, 12:00 hrs (Romanian time). LOT 2: printing services - up to 5 printing alternatives per participating entity. The participating entities will send a short description of who they are, a link where their portfolio can be visualized and up to 5 printing alternatives together with a short explanation as to the alternative’s advantages, an indication of the time needed for full execution of 500 pieces and tax-free price quotations (one quotation per each alternative) – by return of e-mail (Mioara.Avasilichioaei@innovationnorway.no) no later than 30 September 2011, 12:00 hrs (Romanian time).
DEADLINE FOR CLARIFICATIONS: September 20, 12:00 hrs local time with reply back to all no later than September 23, 12:00 hrs
WHO CAN PARTICIPATE: any individual artist/company that is legally established in Romania and qualified for the job. Offers can be made by one and the same entity for either LOT 1 or for LOT 2 or both LOT 1 and LOT 2.
AWARD CRITERIA: combination of alternative artistic quality (60%), price (30%) and execution time (10%)
DECISION ON WINNERS: estimated for October 10, 2011
CONTRACT SIGNATURE: estimated for October 14, 2011 (legal set-up and other legal standing papers will be requested only from the winner prior to contract signature)
PAYMENT: once upon delivery in RON to designated account as per contract
